Nah, you should always be advancing your world tier when you can, because it increases your energy efficiency when using energy. He probably didn't want to do it for one reason or another because now everything will be a higher level and he'll want to level his characters up, but you can still choose to do the lower difficulty resource runs if you really want to.

Could be the Hard Story Quest versions since they also bump up appropriately compared to your max level. Other than that, there's no reason to wait.

World tier difficulty goes up for side stories and the 2.0 zone.

in a perfect world I'd somehow pull both, but would it be smarter to prioritize Miyabi over Yuzuha to get a 2nd team going? I like Yuzuha as a character and tend to pull support units but idk that I have much Anomaly going on yet, and I hear Miyabi is incredibly solid

Supports don't work without someone to support them. There's not much comparison to Miyabi and Yixuan vs the other DPS so if you have Yixuan, Ju-Fu and Astra, Miyabi is your next target. My decision will be Yuzuha or Miyabi weapon.

so I haven't noticed anything in other games and I'm hoping it's a ZZZ thing and not my xbox dying but I've had some funny/unsettling/annoying graphical issues in the past day or so

I would say those are 2.0 issues. Withering Void is unplayable on PS5 Pro since the version update. Insane lag.

PC Onry. Been f'ing around with HYPass.dll to try and fix things, but it might be a local internet issue since my LG TV also said my connection was bad, when I tried to register the product after a new update was pushed.

I play on PC, I haven't noticed any connection or graphical issues.
