I doubt it. The plan has always been for Usos vs Sami/KO for the tag titles at Mania.
Sorry Sami, it doesn't matter how much merch you sell or ratings you push. To the brass, you'll always just be a B+ player. No belt for you.
I think Sami's time will come eventually. I just don't think WWE was convinced to switch plans up on Cody/Roman which they have been committed to pretty much since Cody returned to WWE last year. If this was any other current champ, yeah I think they pull the trigger on Sami and figure it out. But not with Roman's 900+ day reign as champ as a central story piece for Cody. They've pretty much set up Cody to be THE GUY for the future, beyond John Cena, beyond Roman Reigns. Its tough to pivot from that.
If they do end up selling to the Saudis though, yeah, no chance ever for Sami![]()

The only problem is that he's never going to be as hot as he was in the lead up to Chamber. I get why they didn't want to pull the trigger then, but they're never going to have a better opportunity than that. Or even an opportunity that's as good as that.
The right call would have been either a triple threat or Roman pulling double duty on back-to-back nights at Mania and splitting the titles, with Cody getting his WWE championship win and Sami getting the Universal championship. Having him pull double duty would even lend itself to telling the story of him coming unglued, furthering the downfall of The Bloodline. Lose the WWE championship to Cody on night 1, then after the match have him go ballistic, maybe push around the Usos and Solo. Then on night two ask the question "Is Roman in the right headspace to be able to successfully defend his remaining championship, or is he in his own head, unfocused?". It practically writes itself. But that's enough fantasy booking out of me.
I don't even know if I'm going to watch Mania at this point. I'm not nearly interested enough in the Roman Cody feud, and the tag team championships as a consolation prize for Sami just doesn't do it for me.
That's al well and great, but you cannot recapture this angle. This is the best storyline since the attitude Era and 11-month-long angles where each month is better than the last without getting randomly dropped don't just fall from the sky. The dude was moving TV needles, merch needles and critic needles. You can't just say "hey, next year we'll give you a strap to hold for awhile as thanks for blowing up the ratings in 22'/23'.
They made an active choice to deny the fans what they organically wanted in favor of a corporate and business decision. At least Sami hasn't been punished for getting over, like he would have in the Vince era, and then buried for 3 months straight.
Defending a title on each night made he most sense to me as well, but I can see why they didn't do that if the plan is for Cody to end his reign. If you have Cody in night 1, he gets overshadowed by Sami ending Wrestlemania beating Roman. If you have Sami win night 1, then he overshadows Cody winning night 2 since he ended the reign first. It was really a no-win situation if you want Cody to be the highlight.
After Monday, I'm now disappointed that it doesn't seem like we'll be getting Jey's redemption arc, though it could happen after Roman drops the belts at Mania. I liked the idea of Sami/Jey vs Jimmy/Solo for the titles, but he boomed me. lol
