We don't really have an answer to that for Honkai Star Rail yet. I haven't played Honkai Impact either, but in Genshin Impact they didn't start doing reruns until basically 2.0 (a year), and the schedule for reruns seems to be almost completely random (Eula was gone for like 14 months, Childe got 3 re-runs in the span of like 8 months and then disappeared until this most recent patch).

The 1.3 Special Program has just ended and man, they're really adding lots of stuff. The new SU mode looks interesting, we're getting a free Sushang (will be E6 for me but I don't have her levelled, lol) and double drop events are coming back. And of course the energy cap increase, yay

Picked up Welt and Inhibitor Dan Heng in about 70 pulls, maybe 80. Constellations for Yukong and some 4* cones, as well as some March 7 and Asta, but no plans to use them. Already farmed the relics so just getting his ascension material and Herta Store's light cone materials.

Early September, as they did move it up some.

any advice for someone just starting out?

Try to save all your Fuels (free stamina refills) until you're Trailblaze level 50+, because that's when you start unlocking the highest tier of Cavern/Domains (and thus the most stamina efficient ones).

I wouldn't invest too heavily in the Destruction Trailblazer (your character), you get a pretty good path for them a little bit into the story that's generally more useful, and you can't use both at the same time. Sushang is a great 4* damage dealer, if you have her, and regular Dan also isn't awful to invest in. Focus on character levels, weapon levels, and Trace levels before trying to farm for Relics, and don't start farming heavily for relics until you're TBL 55 as that's when you get 2 guaranteed gold artifacts per run (I think? Maybe it's TBL 60).

The banner we're about to get in a couple days will be a good one for you to pull on, as it'll have what I think is going to be a great 5* and a great 4* healer. The game really does throw a lot of Stellar Jades/Limited warps at you in the beginning, so you should be able to get them both.

Only warp on the discount banner until you get your guaranteed 5*. Once you've gotten them, there's no point warping on the discount banner because those warps won't count toward your 300 warps on the Standard banner. Don't spend Stellar Jades on the Standard/discount banner, just use the regular warp tickets.

When Simulated Universe opens up, make sure to do enough runs each week to max the points out. It resets each week and gives decent resources. Even if you "fail" a run, you still get points. It doesn't take long to max out. You can get more points when your world levels up.

Don't let your Trailblazer Power cap (energy system).

Don't use your Trailblazer Power on relics until you're at least TL45. Not worth before then. And probably not worth even at that level.

Do 3 Echo of War each week for the weekly rewards.

Track your pulls in a notepad or something, so you know how far into pity you are.

If you don't mind spending, the $5 Express Supply Pass is a monthly thing that gives you 90 Jades every day for 30 days. Very good value for the money spent.

I'll be blunt: Don't.

Content drip is miserable once you catch up and at that point what remains are unrewarding chores. Spite for what gacha/lootbox has done to gaming aside, this is a watered down RPG released with a grossly incomplete story.

Counter-point: It doesn't take a lot of time, daily, to do things, and the events that do drop are pretty nice to do. A lot of it can be done in the background as well, while you're doing something else, as it has an auto-play mode. If you're looking for something to endlessly grind, then yes, it would be a pass, but they did just add a grindable end game version of their weekly dungeon mode so, it's getting better.

Fu Xuan is really tempting me. I wanted to save up for Jingliu, but FX is such a strong character, especially if we consider SU Swarm... Wanted to see if I could win a 50/50 for her, but got Himeko E2 instead :/
At least I maxed out my Pela and got a couple of Lynxes (and Hooks, lol).

Need to think now whether to go all out and get her or just wait for my guaranteed Jingliu...
