The entire reason to use the emergency powers was the speed at which they could be implemented. Using other avenues will require more red tape. Even Trump spoke about having to cut through the tape at his presser. The 10% tarrif he applied today is only for 5 months. It's not permanent.

The money will absolutely have to be given back at some point and Trump probably won't be in office when the "how" is decided.

He also cannot arbitrarily apply reciprocal tarrifs under the statutes he's employing. Other countries can now tarrif the US and know that all he has is 5 months of bloviating.

Talk to me again in a week when the actions and behavior change. They can write until they're red in the face, I want to see actual reporting that tariffs are rescinded and not being enforced (or threatened) anymore
