They needed to pretend they care and pretend they are doing something. Being arrested, or even putting your hands behind your back without cuffs on to merely pretend you are being arrested. Is a democratic politicians fantasy. In their minds it is like getting their deepest desires of dripping hot candle wax and a spanking answered.

GOP Congresspeople would get themselves arrested every day if they ever fought for a cause that wasn't the one people were protesting against. When you're not in a position to achieve something through legislation, and Democrats are not, you get your name out there in a public way to demonstrate 1) yes, you do care about this issue, and 2) get people to keep it at the forefront of their thoughts as election cycles come around.

The Congressman I worked for was a huge immigration guy at a time when the GOP controlled the House. We had a process in the office for what to do when he got arrested for showing up to pro-immigration rallies, which was often, because "Congressman arrested at immigration rally" keeps immigration in the news, which keeps it as a political talking point, which keeps alive the chances that something will be done.

If they proposed legislation you would call it performative because they know it would never pass the Senate. If they made speeches in public or on the House floor you would accuse them of being performative because they weren't passing legislation. And if they did nothing you would call them out on that, too.
