don't believe they expected to lose the territory anytime soon, but i also doubt there was some directive from Moscow demanding the executions. likelier local commanders with little oversight, no accountability, and a modality of warfare based around brutality running rampant.

Russian soldiers are poorly disciplined and institutionally prone to violence against civilians, this happens everywhere they go.

America ultimately got away with war crimes in Vietnam, Iraq, Afghanistan, etc. So the victor writes the rules. Russia would have gotten away with it had they not been routed.

Russia has long played on the Ukrainians as inferior to them. So it's not a stretch to imagine the dehumanizing of Ukrainians leading to their cleansing.
