He wasn't saying that to be a dick. He said it cause recently Musk said Ukraine should give up territory to Russia to appease them and end the war. That's fucked up on many levels, and makes it absolutely reasonable for the guy representing Ukrainians to say fuck off.

If someones helping you, with a massive essential service so crucial that pulling it can fuck over the entire country, maybe telling the person providing said crucial essential service to fuck off isnt a bright idea, regardless of what they may have said to illicit that response. There are a myriad of ways the ambassador could have conveyed a similar "fuck off" message in a not so rude manner.
