In order to buy weapons from the United States, it must be conducted as a foreign military sale. The U.S. is not allowed to profit from FMS - we sell at the value we pay to acquire the weapons.
The alternative is to buy weapons directly from U.S. producers, who are restricted in who they are able to sell to by law, in a similar process called direct commercial sales. The U.S. acts as a middle man and gets no kickback or cut for the exchange, and the sale price is negotiated directly between the parties.
In both situations a country/partner can also buy parts of weapons, training for weapons and/or weapon systems, etc. They are not allowed to resell the weapons.
Other countries may not have the same restrictions on their domestic tech, but given the amount of money the U.S. puts into keeping its weaponry ahead of the curve yes we actually give a shit about the proliferation of the weapons. This is precisely why Turkey got kicked out of the F-35 program because of security concerns with them mixing Russian missile defenses while having F-35s.
FMS and DCS are run by the Department of State, not Defense btw, in case you were about to say that the military of course would rubber stamp every sale due to the military industrial complex. Arms Sales are often used as a FoPo tool to bring a country into our SOI so that we can influence their behavior

Well, imported tech is not direct weapons sales. In this instance it was the integral parts for these Iranian drones being dependent on the import of Western tech. I also watched something on Russian factories related to weapons productions being entirely dependent on industrial Italian machinery to operate. Not exclusively obviously, but the point is that nothing is made in house anymore. The old Soviets engineers that did once make such are old men with generally no way to apply the excellent educations a defunct state once provided them.
Otherwise, next time US weaponry ends up somewhere, I will remember it was no accident!

A Russian military plane has crashed into a residential area in southern Siberia, local authorities have said.
The Sukhoi Su-30 fighter aircraft landed on a two-storey house in the city of Irkutsk, regional governor Igor Kobzev posted on Telegram.
The governor said he was at the scene and both pilots had been killed, but no residents were hurt.
According to the Russian Ministry of Emergency Situations, the jet was on a test flight when it came down.

From what I've read, it's not badly maintained, it's that they're not maintained period. The Russians just plain don't do routine maintenance on their munitions.
NATO supplies to Ukraine are mostly period identical to the Russian stuff. It's all mostly soviet era. Difference is, the soviet era stuff we're sending is actually maintained.
verdad. as with many states defined by kleptocracy in the ruling party corruption has proliferated and hollowed out their armed forces. quartermasters, colonels, generals, most in charge of overseeing large amounts of material are more concerned with lining their own pockets than in routine maintenance.
however, it is not the only difference. Western tech has proven qualitatively superior to Soviet/Russian tech on every battlefield in which both have been deployed. MiGs are smoked by F-etcs and Mirages, T-whatevers get iced by Abrams and Leopards and Challengers. their electronics are inferior, optics tragically inferior, night vision is worthless, computing is a generation behind by generation, GPS and navigation systems inferior, smart munitions are dumber. Soviets/Russians go for eye-popping things like gun calibre and armor thickness and max speed, but are hopelessly outclassed in everything requiring the slightest sense of sophistication, and modern warfare grows ever more sophisticated.
tankies obviously have a vested interest in propaganda, the US military eats by overstating the advantages of our enemies and understating our own capabilities (thereby procuring greater funding), and there is still a lot of leftover nostalgia for simple but beautiful Soviet tech in the AK-47, Katyusha rocket launcher, and T-34 tank. but the only test that matters is the battlefield, and in every case where Soviet tech was thrown against NATO tech it was embarrassed. it was hopelessly embarrassed. it is being embarrassed again.
my favorite instance of Soviet/Russian ooga booga meathead mentality when it comes to military technology is when they designed their nuclear submarines to dive deeper than American ones, but forgot to make sure they didn't kill everyone on board. they lost 8 to sinking + had to dump 16 more because their reactor cores and fuel rods began killing everything near them, vs the US Navy losing 2 total, and their nuclear submarine crews have something like 1000% increased cancer rates than the general populace.
