There are so many things wrong there, but
1. It's not surprising the construction isn't really up to code (even by Russian standards) if they built it in under 11 months in a war zone
2. The entire city is destroyed, safe housing is the least of their issues when you consider the need for other amenities, not least of which is food
3. It's still a war zone. Who wants to move there right now? I suppose Russia guarantees they won't bomb the shit out of it like they did the rest of the city?
4. Even ignoring the obvious construction failures, it doesn't really reflect well on Russia with the entire city being destroyed.

With the burn rate of munitions and resources, anything is good. After taking heavy losses for months with waves after wave of unsuccessful direct assaults on Bakhmut. The Russians are finally smartening up and outflanking the town to try and cut it off and threaten the rest of the front.
