As long as they are in session they can't do anything until they have a majority leader. The only other vote they can take is to adjourn (until the next session where they have to elect a majority leader)

anyway, something i didn’t know until today: the speaker of the house gets to dictate how cameras work in the house. cspan has the ability to do it now because there is no speaker; apparently every new Congress they ask if they can still work the cameras and are shot down every time
