Dunno what there is to be nervous about, and I'm sure Angels fans know that better than anyone. The team is bad, the team has been bad, the team will continue to be bad. This is really just doing the whole of basbeall a favour by not pissing away every productive season of maybe the best player ever.

I'm sure they also think they can re-sign Ohtani if they really wanted to. They've already had the best hitter in recent memory agree to continue to live in irrelevance, why couldn't they (from their perspective) convince Ohtani to stay too?
Ohtani has made it very clear he wants to win and that he's frustrated losing so much on the Angels.
Honestly, universal DH is the worst thing that happened to the Angels. If I recall, they were one of the few teams that were willing to let him both pitch and hit cause they could just use him as a DH. Now that any team can, and has seen what he can do, competition has gone up.
also even if the angels have money, he wants to stay on the west coast and the giants just missed out on sending a boatload of money to judge, so they probably get outbid anyway
