I think that's a good way to look at it. Garou in his current state/form is quite funny for me given how he's basically the #2 most powerful guy. The trouble is that there's too many characters so it's hard really get into it with the storyboards jumping all over the place.

Garou got reverted quite a bit, he ain't #2. He's probably mid S class. Blast, Tatsumaki, Bang, Bomb, Atomic, Flashy, probably all wash him without the monster amps.

The group/guy who usually translates and uploads the latest chapters has self terminated and deleted all his work and is no longer doing it. This means the last so many pages of links are all broke.

Currently the latest chapter can be read on Shonen Jump/Viz app/website.
However only the latest 2 or 3 chapters can be read. And their numbering is 2 behind, not sure how that works.
