The point is actually a bit more nefarious than that. What he is saying is that most content on the internet (writing, pictures, videos, etc.) is monetarily worth at most a couple bucks. When he steals them, it isn't worth it financially for anyone to come sue him, therefore it "isn't valuable enough for it to matter."
With the way copyright law cases play out, the only reason to cut a deal on the front end is to save money on lawyers and reduce variance. If the offense isn't worth hiring lawyers that could handle Meta over, then it isn't a case they need to cut a deal for. The exception is class action, but how would you assemble defendants?
Yeah, that's kind of the rub. Monetarily, most art is pretty worthless. However, for as voracious as our society is to consume it, we don't do a good job cultivating and caring for creators.
