He's also not actually stronger than Peter, it's just Peter being a good guy and basically never going all out on someone. During the Superior Spider-Man run when it was Doc Ock as Spider-Man he punched Scorpions jaw clean off.

Gargan has always been interesting solely because he was the result of an experiment J. Jonah Jameson paid for in an attempt to create someone to take down Spider-Man. On his own he's never been more interesting than when he was Venom, which was brief and ended a long time ago.
