It looks good on paper. That is all they care about. People don't realize how absolutely MASSIVE the border with Mexico is. There is a reason why so much of the border is completely open and not monitored. Building a wall across all that space or having people monitor the border in the most isolated desolate parts of the border is super impractical.

They can operate through Canadian subsidiaries, which they can own less than 10% of unless they get approval from the Minister of Finance. They're also subject to all the approvals and regulations of Canadian banks which I'm sure is what Trump is actually crying about.
