If the answer is anyone in the executive branch, then would they not also be committing a crime if a political directed them not to arrest someone and they did it anyway? Let's review:

When a losing litigant refuses to comply with a federal court order, that order is enforced by the US Marshals Service, a law enforcement agency housed in the US Department of Justice. The Marshals, in other words, are executive branch officials subordinate to the president.

So if they rule against the President and compel the US Marshals to enforce their decision. The DoJ head, appointed by the President, tells them to go fuck themselves.
