Yeah, across all of government via OPM. There are a few useless people working in any org, including government. Buyouts are a bad way to get them out because they have the worst employment prospects outside government. We are just going to pay people to retire early.

For this particular thing they think Trump is freezing everything so as to stop all waste, and then he’ll bring things back waste-free.

They're offering the buyout because they know they can't just fire the majority of employees outright. But calling it a "buyout" is a joke—it’s nothing like the generous packages typically offered to encourage early retirement. All it really does is let employees telework until the end of the term before being let go, with no extra pay or incentives. Why the media is framing this as a "buyout" is beyond me—it's just a temporary paycheck for a few months of remote work.
He's not going to pay them. Just gonna take the resignation, and stiff them on the money.

Ahh, telework instead of buyout makes a lot more sense. This also solves their RTO real estate problem if people take it.
