There is not really a bag to take. They are promising to resign in September in exchange for:
1. They don't have to return to office
2. They can't be fired before September (although their duties may change)
If I was going to retire anyway in the next 6 months, I would be tempted. I would want someone to write in blood that it doesn't affect pensions, but realistically Trump is probably going to fuck up their pension system anyway.
I believe the goal is a 10% reduction, and the way this is structured could be beneficial for many. For those close to retirement and set to leave before September 30, it’s essentially a free vacation. For those already planning to leave or in the process of doing so, it’s free money—they can take the deal, start a new job elsewhere, and effectively double-dip.
Meanwhile, anyone who isn’t already considering leaving by the given date will likely just ignore the offer. Even if they only end up reducing numbers by people who were already planning to leave, they’ll still spin it as a success and take a victory lap—despite having spent money on something that wasn’t actually necessary.

There is a court specifically designed to apply punishments for convictions, and Trump got to skip right through that because he won an election.
Rules are rules until norms are broken. Laws don't matter if there is no enforcement. Not saying that'll happen here, but you also wouldn't be surprised if it did happen which is the problem.
