I wanna circle back to this Tennessee law again to drive home a point. The legislative body drafts the law. The executive signs it. Judiciary enforces it.
Once it's passed, the executive can (and often does) has additional "interpretations" of what's allowed under the law. As you can imagine, the outer bounds get pushed and then courts get left to decide how it should be interpreted. You can justify a lot of terrible shit with some vague language, so yeah, there should probably be concern about that kind of language in a bill, despite whatever the legislative body's intent is with the law.
