Coach has to back up his QB. If Williams isn't hiking it, you call the time out. You don't just sit on your ass waiting for Caleb to get the play off.

Coaches call time outs for that all the damn time.

I guess nobody was in a hurry to get a play off. My first thought after the play was that Smith crawling around in the backfield celebrating would probably get flagged offsides (or that they immediately called a timeout). Taking 28 seconds to get the play off is crazy.

Nah, chance then that the receiver doesn’t get out of bounds. A good QB rushes the team to the line, and throws it incomplete or gets 5-7 yards over the middle or side and gives them plenty of time for a timeout. He was acting like there was 10 minutes left. The coach is who will get killed, but he totally expected his QB to understand the situation and he was lost. Yes, he should have eventually called timeout after Williams blew it.
