What would the purpose of showing a spine be if not to get concessions?

They had the ability to get ACA extensions. They had the ability to get ICE concessions. They caved in both cases and got nothing either time.

They actually did the worst of both worlds both times. They held out for a bit for performative purposes, costing workers money, and then caved for nothing anyway.
