Section 76 of the Kentucky Constitution grants the Governor the power to fill vacancies, I don't know if they can pass a law that overrides the state constitution. They would have to amend that directly.

I think specifically it is appointed and doesn't require confirmation as it would be temporary until the next election, however, it would likely go to the courts since the state took powers to appoint "anyone" away from the governor specifically to guarantee a Republican because as soon as a Democrat is appointed they'll have to change it back and we can't have that if we're trying to hold on to Senate power can we
