Asked why he did not challenge the play, Callahan said in his post-game press conference that just an elbow does not constitute a catch.
“You’ve got to get a foot in bounds, too, which we didn’t have a clean look at whether his foot was down as well,” Callahan said. “An elbow does not equal two feet, so his foot would have had to come down as well and we didn’t have a clean look. So, the call from upstairs was that it wasn’t worth challenging.”
According to the NFL rulebook, the elbow down in bounds is a reception, based on the second interpretation of the catch rule.
