I figure it can be that, yes, some folks are just that evil while others basically succumb to a variant of what I consider Economic Stockholm Syndrome in that they have been so systemically oppressed and have convinced themselves to love their oppressors that the moment any kind of legislation and/or movement comes around that improve their situation, it gets shot down because those who come after wouldn't have to suffer like they did. Unrelated, but my town just sent out a letter recently about our shit water. It's not Flint, MI levels bad, but they're still like, "Do you have lead pipes going into your house? You really shouldn't!" kind of patronizing when the issue is the source of the water, the filtration process, and the distribution that comes after until it gets home level. Our water is extremely hard. We basically have to replace shower heads every 2 years. We have to give our dishwasher vinegar baths basically every couple cycles. I'm sure it killed the drain pump in our washer/dryer earlier this week. Our water jug for the fridge gradually develops a silt-like brown/pink film. People not used to it get the shits. I mean, it's token rural redneck region letting infrastructure decay, sure, but we've been through multiple mayors/councils with nothing being done about it despite frequent complaints. Always fucking republicans that just say buy bottled water.
