Follow them with radar, drones.

Wait until they cross into US waters.

Have the Coast Guard or Navy arrest them.


You could gain a lot more intel by capturing and interrogating them rather than just killing.

They get out on a boat and are given a destination and that's it.

And even if the plan isn't to blow them up we're never letting them get to US waters. Not the way these things work.
