If an attacking player is closer to the goal line than both the ball and the second-to-last defender at the moment the ball is passed, the attacker is offside. Once the ball is in transit after being passed, no more offside. The moment it's touched is all that matters.

The Dutch and the Moroccans must be asking: "What the hell is going on here?".
