No, when mcconnell started knocking on deaths doorstep a couple years ago, the Kentucky state legislature passed a law stripping the governor of appointment power. For this exact reason.

Aka the Reaper collected is decrepit ass and the local Republicans are "weekend at Bernie's" his rotting corpse to try and avoid a deadline to replace him before the mid terms, apparently the cut off for the special election is August 3rd.
