The reflecting pool was made out of granite and concrete so usually the water slowly leaks through it and it is refilled slowly. This helps with keeping the water calm and reflective. If you paint the granite and seal off the water from leaking into the granite/concrete then you get stagnation and algae. I thought everyone knew this?

Probably could have just turned it into a swimming pool and it would have been more cost effective

As should be obvious to anyone who knows what a rock is, the paint job "sealant" was always an unnecessary part of the restoration because water doesn't leak out through the cermet.
