It's because 15% is the cap. It's all he has right now. He can't implement 232 arbitrarily or he would have already. If he felt he could continue to do whatever the fuck he wants without enforcement, why isn't he doing whatever the fuck he wants and just keeping the IEEPA tarrifs in place? Why's he so pissed off? Him continuing to get the revenue at 2025 levels will require congressional approval, which he will not get. He will have Lutnick run out shady investigations and attempt to use section 232 to achieve his policy goals, but that's going to require time, red tape, and not have the extensive, broad effects of IEEPA tarrifs. But he will try. Because He and Lutnick stand to make a fucking boatload of money because Lutnicks sons run the largest company buying up potential tarrif settlements from struggling businesses so they can get a fraction of the refund, as they can't afford to litigate refunds. They're essentially going to struggling businesses and saying "Instead of fighting for refunds for years, I'll give you a fraction of what you're owed now so you can stay afloat, for the rights to any future settlement funds that we will litigate on your behalf". So Lutnick will exploit them. Then Trump will settle before he leaves office, and Lutnicks company will make billions.
The tarrifs aren't the story. It's the corruption.
