Old people have shitty skin. Sorry but when you are old as heck you get eczema and other rashes all the time. I don't think there is much significance to the rash on the neck unless it stays for an extended period of time. But you never know we might get lucky.

Squamous cell cancers of the head/nose and extremities is super popular among older folks. My grandma had one on her neck near where his rash is, and another on her nose.

Would not surprise me at all.

Fortunately for my grandma, and unfortunately for him, highly treatable.
