Alaska and Hawaii are due to transport.

California has specific air quality laws and regulations that basically require the gas to be refined in state

And oil companies love jacking up the price when out of state refineries go down and not bringing it back to what it was prior.

Can't speak for Nevada, Arizona, or New Mexico or the other states though
