also new rule proposals dropped. mostly kickoff stuff (one being the ability to onside whenever as long as it’s declared), and also the ability to review for possible ejections even if the penalty was not called on the field

the kickoff stuff is actually funny because I think the plan is teams want to try onside kicks if there is a penalty that moves the kickoff to the 50 yard line, because there is another proposal about modifying where the ball goes on such a kickoff if it goes out of bounds
