It's not that complicated. He went for lots of short contracts with guaranteed money instead of the NFL standard of 4 or 5 years that are easily breakable after a season or two (or alternatively leaves a QB on a below market deal after a cap jump)

You also have the fact Washington completely mismanaged his eventual free agency with two unprecedented back-to-back franchise tags. Which in turn helped launch the arms race of a bunch of teams overpaying for average at best QBs.
