Vudoodoodoodoodoodoodoodoodoodoo has a good idea. Let people have the option of buying their own Hourglass; they get to keep whatever money drops for that session. How many people do you suppose would take up such an offer? (Zero is a good guess.) You would have to get 250 currency drops to "break even" on the one million gil investment.
Dividing the cost of an Hourglass between 64 people (max you can have in Dynamis); it would be 15625 gil each. Everyone would have to make it out of Dynamis with 4 pieces of currency each to "make a profit" on their investment. (Assuming a cost of 4000 gil on standard currency.) I cannot imagine 256 pieces of currency dropping, then with the luck of lotting, the chances of everyone getting equal currency is slim. They could have someone pool the loot and then divvy it to split it equally after it is over, but what are the chances for equal loot for everyone?
Just buy currency with the money that you would have put towards the hourglass. Besides, you only need currency from two Dynamis locations- if you are trying to get Excalibur you need 4 silver pieces and 14 100 bills, any shells you get will only be useful to sell so you can buy currency that you need. I do not understand what the big deal is.
