For inventory:
I think instead of doing the NPC for storing armor sets, they should of just made all rare/ex stuff not take up a slot in your mog house only. (of course it'd still take up a space in your "bag" you carry around) My MH is still filled with a bunch of rare/ex stuff, most of which I really dont want to drop.
Currently I do make use of the NPC though, I have 5 sets of AF total, and 4 are always in claim slip form at any given time. If anything, get the fat fuck out of lower jeuno... it loads too damn slow. =)
HNM:
Anything with "Lord" in it's name better kick ass. Lord of Onzozo needs to be harder and spawn in more than one spot. All we have are people crowded arond the "Lord"'s little corner and may the best ping win, he should be on the main path one-shotting people on their way to exp parties linking with every manta in the area. Oh yeah, and Serket and the like should be harder too (you noted that already).
Gilsellers:
I see these people as illegitimate players. They give other people a hard time and shouldn't even be in this game. I dont see why SE (or whoever is competant there) can't create a honey pot system for these people. It's all too common to call a GM in the act of MPK and they show up 30min to 2 hours later. Then... "they'll investigate it". If they wanted to see they're true intentions, just pop a fake NM and let a legitimate looking player(s) have claim. For example, pop a fake, monitored, Novv in SeaGrotto where a legitmate team duo it with people "under investigation" nearby. There is a good chance they'll MPK if they had multiple calls against them.
"Fake" in this case means Novv wont drop anything but crystals. (kinda like real tiamats)
