I answered the OPs question as to what my LS does while others chimed in saying who needs it and who doesn't etc starting an arguement which in the end may influence the OP's judgement and perhaps reconsider certain issues.
Of course you won't cry for not having it, much like when WHMs join HNMLS they often don't come with their own Noble's Tunic yet are able to perform their job just fine. Should I consider a Noble's Tunic a novelty item? I mean, it makes the job easier, but is it needed?
What is and what is not a novelty item is a matter of opinion (or LS's overall opinion). Mine decided to assign a job priority to it based on who we felt could most make use of it even if the select number of situations is small. If another LS decides to simply go by "who deserves it more based on participation" then so be it.
While I understand the comment about the Noble's Tunic, I do not personally believe that is a good example. Yes, it is partly novelty, but the case is that many HNM LS get so many shining cloths today that it's not like a once a month item.. Maybe 2-3 times max a month. With cloth, you can get one nearly daily. KB, KB BC, Kirin, Suzaku, rumored on Genbu too. (I've had Suzaku drop claw, but not Genbu drop Cloth).
Secondly, the cloth is used almost primarily on JUST Noble's Tunic. Off the top of my head, I can't think of any other armor that uses it.
With the Herald's Gaiters, they're the only +speed (constant, not powder boots) other than Striders. And they added a lot of the mage jobs. Not this basically allows all jobs to have a + Movement speed item.
