How do you choose which ballista area to warp to with the hat?

EDIT: Why not warp to whatever ballista then outpost and use the hat as a free warp whenever you want? All ballista zones have outposts if I am not mistaken?

How sure are you about that? I've been wanting to know what they do too and just presumed they would take you to Tillecoe in Ru'lude Gardens. I guess we'll know tomorrow either way.
