Um not really, it's not like being a cop because GM's arent cops, they're GM, GAME masters. They can investigate someone without reason, there's no Virtual law saying no. The only thing stopping them from doing it is the Ka-ching.

Everyone knows who their gil sellers on their server are. GMs dont. They do not know individual servers, nor the people who make the calls. I would make a bet that half the calls a GM gets for gil sellers turn out NOT being gil sellers, just someone mad over a missed claim.
