[Correction]

The story I keep hearing is that the IME in the .jp version of the game is licensed technology from a 3rd party, and that SE never secured a license to redistribute it outside of Japan.

I doubt it's the truth, but it sounds like the kind of bullshit party line they'd stick to instead of saying 'ALL YOU GAIJIN CANNOT SPEAK JAPANESE IN OUR GAME.'

That actually makes a lot of sense. I have a feeling that SE wouldn't write their own IME code (idk why, call it a hunch), and they would just purchase something already on the market to integrate.

Yea.

If SE wants JP support for windows, they would have to use IME. They agreed when the made the contract with satin(sony) that the PS2 and the computer versions wouldn't have any advantageous diffrences. So if you wanted support for JP on the PS2 version you would need IME on the PS2. We all know what MSs stance on using there software is. We also know how much sony and MS get along so well. So in short, because it would cost money to install IM on PS2, and even tho sony is dumping the game SE has some sick conviction in keeping this way.
