A friend of mine has been trying to make these for me and so far I've been 0/3 on them, 2 NQ and 1 break. In total he is about 3/20 on HQ's. He commented to me today that the subcrafts themselves or the levels are unknown.
Does anyone know what the cap is on these as well as what subcrafts you need and levels. He is 100+6 with fully leveled gold, leather and cloth subs. Also what would be the best time/day/moon for best HQ chance? He told me he's not sure if he can break Tier 0 on them for not and if thats the case I might just settle on the NQs rather than waste money trying for a 1% chance at HQ. Can Tier 1 be attained?

I know this has no relevance to your actual question(s), but you should take some time and check out alternatives. Hachiman kote aren't too great (Even with +1.. bleh.) If you're looking for some str gloves, check and see prices for pallas' or alkyoneus's. They're both way superior for WS, plus you wouldn't have to go through the possibility of NQ'ing all those kote's and wasting a lot of money. I only use hachiman sune-ate. And thats swapped in for WS, otherwise its af2 feet for melee.

idk about your server but on bahamut pallas bracelets are easily 20mil+ and alky's are 60mil+. i wouldn't say they're very easily attainable in that sense. enkelados's bracelets will still give you +7str tho which isn't bad at all.

all of those are pretty unattainable for me (STR glvoes, AF+1)... does anyone have an answer to my questions? >.>

If you've got the money to be churning out materials to HQ Hachiman, you should be able to find a way to get some Enky or Pallas. Hell you could just camp Enky easily enough.
