I saw her walking down Lower Jeuno from the Mog House to the Fountain today... When i click her she says "Sorry, I'm busy". First time I've seen her, and Somepage has never heard of her.

Who is she? o_O

She lits the lamps when no one get the quest from the guard Galka at 18:00.
Its like, a quest for level 20ish in need of Jeuno fame.

the galka guard in lower jeuno near the ah gives a quest to light all the lamps along lower jeuno. only one person can get it and if no one gets it then she appears and does it. no reward, fame onry

That npc takes the place of someone if no one does the lighting the streetlamps quest that game day.

This quest is like one of those 'stepping stones' quests, that almost everyone ignores. It has a nice theme, and kind of like "passing the torch" everytime someone else does it. But people are usually too busy wanting higher levels and more gear to pay attention.
