Depends. You can actually be extremely accurate while moving, you just don't want to be moving at an accurate shooting speed out in the open for too long.

But I agree, FPS controlls encourage gung-ho maneuvering and there are far too many games like that. It's not even not being able to run and shoot, it's not being able to run away and shoot that I like. Kinda forces you to be stealth if you don't want to get fucked.
