I know this doesn't mean much since the stats are so close to the race bases at this level, and I don't know what race the char is, but he has no sub!

The pic also shows that each blue magic has stats with it. Here's a full example:
"Tanemaki" [seed roll?] (Plantoid type: physical type)
Additional effect: VIT down TP: adjust speed of charging
CHR+1 HP+10
Lv4~ MP cost 9 Blue Magic points 3

You can change the setting anywhere you want - you select it from "Magic List -> Blue Magic". Sorry for not saying this earlier

"Seed roll" would be the mandrag ability that gives vit down, probably.

Let's end all the stupid speculation (Vana'diel upside down? LOL). SE has already said that the new continent will be on a seperate region map, and cited reasons related to conquest display why they decided to do so.

The Japanese down the side of that image says that this is a continent to the east of Mindartia, as we've known it would be for some time now. The orange tags show Arrapago, Western Aht Urghan Region, Harpoon (sp?) something or other, and the Mamool Ja area.
