NPC is the one pictured in the screenshot, I forget the exact name.

First, answer all of his questions like a BLU would, I forget my exact answers, but I believe a list of them is floating about somewhere. Just be ruthless.

When answered correctly, he will ask you for a "blue-tinted gem", but then change his mind.

Talk to him after a Vana'diel day passes for a cutscene.

Trade him a "Siren's Tear."

He will instruct you to go to the Aydeewa Suberrane. I forget exactly where i went, but there was a large glyph in a pool of some sort which initiated a CS. After this CS, I recieved the BLU job.

EDIT: After the CS you are teleported to Aht Urghan Whitegate. You also recieve a key item.

First blu on quetzalcoatl.

First go collect 3 items from the normal areas.

Valkurm Sunsand, Dangruf stone, and Siren's Tear.

Sunsand appears on the boat in the dunes during earth weather.

Dangruf stone is from a ??? in the north part of Dangruf Wadi.

And Siren's Tear is from a quest in bastok, the quest starter starts with a W and is outside the bastok mines AH. Then go to port bastok, out the gate, and to the creek nearby, get naked, and click the ??? for the tear. Then head to al zhabi.

Find Waould, hes in the boxlike affair of squares in the lower west portion of whitegate. He'll ask you a series of questions.

If you answer them all correctly instead of charging you 1000 gil, he will ask you for a specific item, but wont give you details. At this point you have to wait a RL hour, and possibly zone and return to him.

He'll then ask for one of the 3 items above. when you trade it to him, he'll say he really meant for it for someone else and that you need to bring it to them in adeewa subterenne underneath bhaflau thickets.

To get here, head west through whitegate and zone to the common area
head north out the gate to bhaflau thickets, and then north toward the lighthouse marked on the map. Theres a cave at the small jutting part of the map. Enter the cave and youre in the adeewa subterenne. From here head down to the first large room and fall, into a room with diremites. theres a large ramp on the wall there that leads down to a spot with leeches, and a large pool in the center that looks like a teleporter. stepping in the center of that will summon the immortals.

answer yes twice to his questions, and you become a blu mage.

It seems whether he gives you stone quest is completely random. Answering all the same answers, 2 friends and myself got a stone, 2 others got gil taken. (we picked all bottom answers, btw)
