To learn magic let the mob do it then kill it. Then go to moghouse and open the magic menu from the main menu, select blue magic, hit + to go to the sidemenu and select set magic.

As for learn rates and such. So far after a few hours of XP'ing in Sarutabaruta, I've got a grand total of 2 spells (Foot Kick, which I'm using to skillup Blue Magic), and Cocoon (which is level 8)... learn rate sucks bad.
I have Sandspin and Sprout Smack.
Sandspin does good damage, around 15-25 and the accuracy down is great. I'm pretty sure it's a magic based spell.
Sprout Smack is physical and does absolutely horrible damage. I've seen a few 0s, and few 3s, and the highest being a 6. TP doesn't seem to effect it much, I've had over 100tp and still hit for like 1 damage. Anyone else seeing this with physical spells?

You don't need to go to your moghouse to set spells, you can do it out in the open but there is a short grace period where you can't cast anything if you decide to reset your spells.
I'm about 1/10 on Sandspin, 1/5 on Sprout Smack, 0/10 on Pollen. 0/3 on Foot Kick, 0/3 on Sheep Song.
Maybe 10% or so, can't really be sure yet though.

Also, Sprout Smack tends to do about 20 damage for me (I'm Lv.9) and Sandspin is absolute crap. Basically what I'd expect from an Elvaan.
Note: You can change Blue Magic setup in the field, no need to Mog House it. You just need to wait a minute to cast anything else.
