Edit: JP forums were on about how shit the -ACC on Heavy Strike is too, they got a dev response saying something along the lines of, "Balance, we know what we're saying".

I can't read JP, but just from looking at the translation, it sounds like they're saying the nerf to heavy strike would have happened regardless of the test server data or not. The post seems to address the concern JPs are having that the test server acts as something negative toward BLUs. They're arguing that had the test server not been implemented before this update, the nerf never would have happened. So this dev guy responds by saying that they had previously nerfed QC before it was released, and before the test server had been open to the public. He's arguing that the QA team has previously nerfed BLU spells before their release, and therefore the nerf to heavy strike is not something that resulted as a consequence of the new test server.
Edit: so basically it looks like there's no hope for any sort of fix. I need to start working on acc swords I guess.
You see, you'd think that the test server would prevent idiotic, heavy handed nerfs like these. Was that not the goal behind it, to have the players voice feedback on stupid decisions like this? What's the point if they're going to ignore it all anyway?
