Yeah that's where I got mine when it first came out, I just recently got it for my mule though from the normal ones around Sisyphus and it didn't take long.

Can be annoying mostly cause, iirc, every one of their elemental weapon attacks counts as a separate tp move.

After I learned they only use it above 50% HP, I learned it fairly quickly after that. Beforehand I'd take it to 19% and never saw it used.

Well it's light-based. Can be useful on mobs like hecteyes, but I haven't really run into any situations where it's worth setting. The recast timer is horrible too.

Oce. headpiece +1/Rancor Collar/Brutal Earring/Moonshade Earring(TP Bonus+Atk)
Toci's harness/Myrmex mittens/Epona's ring/Rajas ring
Atheling mantle/Wanion belt/Thaumas kecks/Thaumas nails

Elemental belt is never worth it as even Cuchulain's belt is superior, nor is the gorget as Rancor collar is always superior. Both are rather easily available on the AH for affordable prices.

For TP, sure. If you mean for CDC, use Rancorous Mantle and the DEX+6 torque piece.
