From some non-official tests using multiple people in my HNMLS as test subjects, I have a few variables that seem to directly effect the means to learn Blue Magic. My appologies if these findings have been stated elsewhere, for there are multiple Blue Mage based threads that I lack the time to read though.
Foremost, as stated explicitly by SE, the mob must be of level to gain EXP off of. This is a relative calculation based solely upon the level of the Blue mage in the party and NOT members of his/her party. It IS possible to group with a high level individual and still learn Blue Magic.
Blue Mage learning is also based upon the blue mage, and is not mob-related. Two Blue Mages in a single party can have one BLU learn an ability when the other does not.
Strangely though, I have found a correlation between CHR and learning of abilities. This would be similiar to BST correlations to beast in general. Basis: A Mithra in my LS was having a horrible time learning BLU magic, while a hume and elvaan were breezing past her, learning everything. After seeing Sheepsong 25 times and not learning it, she was getting frustrated, on a spur of the moment recommendation, I tell her to try to buff her CHR. By rearranging some Blue magic abilities, she raised her CHR by 7, and learned Sheepsong 2 uses later. Additionally, while still in CHR mode, she learned Head Butt first try.
