No way. Best HQ rate is obtained at 100. So you want 97+3. So you have to delevel your craft skill. Best way is to reset it to 60 and skill it up again. But it's worth it...at 97+3 you'll shit bricks when you see the HQ rate.

I wish I could say I capped all my useless subs so I could have a cool sig, that would have been a better reason. Instead I just did it because it annoyed me to have not-blue things in my list.

You'll never have a good rate on staves if you only make them 20 by 20. Try a big hit, make 50+ attempts and you'll end up being amazed. You're @105 after all, so show the staves who's the boss, damnit !

edit : btw the magic number is 53. 54 and 52 tries will give normal result. but 53 you hit 75%hq rate. thx to SE for those glitch
