Maxx you don't understand the game very well I guess. If wavedashing and L-cancelling are indeed out you are taking Fox's theoretically unbeatable status and throwing it out; not to mention every character, including Peach, loses their ability to L-cancel(although slightly less significant for Peach for obvious reasons XD) This is definitely a rustle to the tiers.
It really shouldn't come as a surprise though, of course they wouldn't leave the game totally the same. Let's just hope they leave some sort of button glitch in the game though because honestly that's what seperates good players from great ones, no matter how you want to slice it :/
edit: Just to clarify before someone says "lol no i can beat lvl 9 fox with my mewtwo lolol" I am referring to the theoretical potential Fox holds. Given a perfect player he can shine an infinite amount of time, destroying any opponent.

Total win of game for some, but for others button glitches add depth to a simple game allowing for more skill to shine through a player and making the player able to demonstrate their mastery over said button glitches. I think it's possible for a fighting game to have that kind of gap between casual players and uber players without requiring the ubers to teach themselves an obscure glitch. GGXX did this pretty well (although it also had a few glitches like Jam's burst cancel). Sorry if I offend any our tournament players here, but I find the extreme side of tourneyfag culture pretty horrid. I remember reading this screenshot of a forum on /v/ where they banned almost every level in the game because Fox could exploit it with his gun or wavedash. Gee, maybe it's Fox or time-matches that are broken? The first thing that comes to my mind when I hear the nerfing of Fox and tourneyfags throwing a fit is "Oh well, perhaps their 'skill' must be displayed in a way that isn't an exploit". And I'm someone who enjoys playing with little to no items.
I think game developers(in general) should stop making speed a major focus on characters, because it's easiest thing to break. I've seen it in FFXI and SSB and any game with a "haste" spell.
EDIT: That said, most of this would be avoidable if a counter-heavy system was put in place.
